Budget Link and Conversation

This Link goes to a page on the Governor's Budget website. It outlines the process that the budget goes through from Governor to House and so on, including amendments. I found it REALLY helpful.

Also, if you click the link to Governor's Budget, you can look at the budget by line item, or by category, and link to the fiscal history of a line item back to FY04.

From Christa RE: Budget Assignment

Economic Policy and Budget Overview: Final Points
30 October 20007

The following are some of the key points made either directly or indirectly over the past two weeks as we’ve addressed budget and economic policy matters:

1. Government plays a key role in shaping economic conditions of the state/country but there are some limits to government’s capacity to fully control the economy (ie. industry downturn, natural disasters, international crises that require aid, health/security threats, state level: rising health care costs; court decisions mandating certain educational formula or scope of government responsibility)

2. Unpredictability/uncertainty=are very important and require assumptions and forecasting to be part of economic policymaking/budgeting

3. Obligations of government restrict the scope of governmental decision-making to particular areas of budget/programs (ie. debt service, entitlement programs)

4. Longterm economic/fiscal planning are often at odds with electoral cycles; sometimes legislators may feel less responsibility for the future and more of a focus on the current situation; in fact, the effects of fiscal policies are sometimes not realized until much later on

5. Revenue growth is important for the expansion of government spending

· Reserves/rainy day funds often used as a revenue source during economic expansion/recovery
· Revenues sometimes one-time, not ongoing (sale of land)

6. There are a variety of tax reduction approaches that may be taken (temporary, permanent)

7. Getting to the “truth” can be very difficult; it is sometime easy to manipulate numbers and spin data in certain ways

ABSDISCOURSE: Call for Papers

*Socialism and Democracy* invites submissions of articles from academics,
graduate students, independent scholars, and activists for a special issue
on immigration edited by Marcella Bencivenni (Hostos Community College,
CUNY) and Ron Hayduk (Borough of Manhattan Community College, CUNY), to be
published in November 2008. We welcome contributions across disciplines -
history, political science, sociology, economics, anthropology, cultural
studies, visual arts - on various themes related to immigration and
ethnicity. Essays may center on a specific immigrant group in the United
States - such as Mexican Americans, Chinese Americans, Italian Americans -
or can take a more comparative, broader approach, comparing the experiences
of different ethnic groups within the U.S. or between the U.S. and other
countries. We especially welcome progressive approaches that help redefine
traditional notions of immigration and expand our understanding of
immigration and identity politics within a global context.

Suggested themes may include, but are not limited to:

Ø Immigrants and the Left

Ø Immigration and gender

Ø Ethnic identity, racialization and assimilation

Ø Transnationalism and the militarization of borders

Ø Immigration and the housing crisis

Ø Immigration and professional sports

Ø Immigration, citizenship, and voting rights

Ø State policies, economic regulations and trans-migration

Ø Forced migration and refugee movements

Ø Migration and globalization

Ø Immigration restrictions and human rights

Ø Cultural production by or about immigrants (literature, film, art,
music)

Christa's Class Update

I know that last week we had a brief discussion about the pace of the course and limited discussion time. I haven’t yet had a chance to review the midterm course evaluations which may include suggestions for ensuring that we cover our material and have in-depth discussions.

In advance of reviewing the midterm course evaluations, I would like to suggest that we take a few steps to maximize our class time:

1) begin promptly at 6 pm (I will start talking at 6; I am totally fine with folks eating while we have class)

2) have a very short break (5 mins for bathroom)

3) use notecards for questions as we did once before

4) for tomorrow evening: I will summarize main points from the economic policy/budgeting chapter and we will move to health care after break; we will continue with health care into next week in order to engage in discussion about this significant policy area

thanks for your understanding~

Christa

Interested in a dialoge RE: IRB form?

If you are interested in conversing about the upcoming assignment, I'll be online tonight between 7:30 and 8:00. It might be a good opportunity for those of us with questions and concerns to bounce ideas and questions off of one another. -H

Another Woman President...

Argentine first lady Cristina Fernandez de Kirchner declared victory Sunday night as election returns showed her leading all rivals in her bid to succeed her husband and become the country's first female president. Perhaps this is a trend?

Food and odds and ends

We discussed food briefly Thursday night b/c some people were feeling stretched to provide food for the class. The class feeling seemed to be that it would be unfair to those who have already brought food to let people pull out now, and that we should wait until next semester to open up this conversation again. Gosia also pointed out that you save money in the long run b/c you don't have to bring your own food as much. If you are having a tough week, and your day is going to be really hard for you, you can contact me privately by email, and I can help you switch around the scheduling, or work something else out. I hope this will be fair to everyone, and allow a little wiggle room if people are really in a bind. If people have other thoughts, please comment.

Also, I mentioned a bunch of blog stuff last night. One thing that I think is helpful to all of us is that we can (and should) edit our own profiles, which will replace the bios at the bottom of the blog. To do this, there is an edit profile link on the "Dashboard" page. I will get to class on Tuesday at 5:30 w/my computer for anyone who wants to go through any blog stuff w/me. If people want to meet me other times, email. If you have thoughts or questions, comment below. Thanks All

40 Days for Life

Just got this link from a friend of mine who works at Planned Parenthood in St. Louis. Thought it might be of interest to some of you. I had no idea that this was going on and I'm not sure if its affecting the clinic in Boston. Apparently there is a anti-choice movement "40 Days for Life" that is picketing Planned Parenthood clincs for 40 days. This blog was created by Planned Parenthood staffers in response.

New Issue of the Forum Magazine Out

NEW ISSUEPolitical Orders and Political ErasThe transition from Tony Blair to Gordon Brown as Prime Minister of Britainproduced a vast amount of stock-taking. For journalists, this involved thequestion of differences--realized, incipient, or imaginary--between Blairand Brown. For political scientists, however, this is the wrong question.Instead, their job is to ask whether any given transition represents a trulynew political order. If it does not, the question becomes when the currentpolitical era really did emerge. What remains is then the question ofwhether current politics gives any serious indication of some new, latent, emergent era.In this issue of The Forum, Graham Wilson and Donley Studlar revisit thesequestions in Britain. Graham concentrates more on the structure anddistinction of a putative Blair era, while Donley carves British politicalhistory into the longer framework. Byron Shafer then asks where we are inhistory, that is, where we are in the same sort of evolution in the UnitedStates. For Germany, Clay Clemens asks whether a grand coalition can everrepresent real political change, or whether it is only a device forforestalling same. And for France, Andrew Appleton uses this same set ofnotions to ask whether there can indeed be a 'Sarkozy era'. PREFACEByron Shafer

Going to the ObamaRama This Afternoon?

If so, be sure to bring an umbrella, as it's supposed to rain...and hard! Also, for those of you who will be around the State House today, the Senate will be hearing Bill 1353: An Act Relativve to Public Safety. The purpose of the bill is to expand the buffer zone at the entrances and exits to reproductive health clinics from 18 ft to 36 feet. The legislation was designed in order to more effectively protect the safety and privacy of clinic patients and employees. Though a buffer zone law already exists, the language of the law is ambiguous and has made prosecution and punishment for violations of the law difficult. The session begins in Senate chambers at 1 p.m.- H

News of Interest...

I don't know if anyone saw this or not, but did you know that when the space shuttle Discovery takes off tomorrow, it will be under the command of a woman for only the second time in NASA history? Also, when it docks at the international space station, it will be greeted by a 'female skipper!' One small step for man...one giant step for womankind! Also, the state of Louisiana just elected its first non-white governor since Reconstruction...it's true! Rep. Bobby Jindal, son of Indian immigrants will take the helm in January for the Bayou State. Finally, if you are in or around the State House tomorrow morning, stop into Gardner Auditorium. Our classmate, Denise Perault will be giving verbal testimony in front of the Housing Committee. It starts at 10 am...I'm sure she'd love your moral support! H

Barack Obama 10/23

Jasmine sent out an email for a rally on Tuesday, 10/23 with Barack Obama. I'm really interested in hearing him speak, and have already RSVP'd. Is anyone else interested in going? We will be late for class, but I emailed Christa, and I'm hoping she'll be understanding. It would be nice to meet up before going in. Let me know if you're interested.

Testing...1,2,3...

Hi Ladies.

I've completed the blog site. As you'll see, it includes events of interests (in descending order by date), links to news agencies, the Massachusetts Government site, and the Healy Library. We've also got due date reminders for assignments and I've included space at the bottom for our bios and contact info. I've only heard from a few of you, so please either add this information yourselves, or you can email it to me and I'll insert the info for you. Take a look at the first couple of bios for examples. Also, I didn't insert case study info for most people so that you could phrase it the way you wanted. Again, either add the information yourselves or send it along to me. Hopefully this will give us an opportunity to keep a more public dialogue going on assignments, concerns, upcoming events, etc. As events come up or you desire to share information, just add it to the appropriate section--or email it to me. If you have any suggestions for fine-tuning, just let me know!--Heather
